The Centinel Public Partnerships community will see significant interior, exterior and infrastructure updates to homes and public spaces
ALAMOGORDO, N.M. (June 15, 2026) — Centinel Public Partnerships (Centinel), the U.S. Air Force’s privatized housing partner at Holloman Air Force Base, is advancing a $14 million, multi-year reinvestment program spanning fiscal years 2026–2030 to modernize homes, strengthen infrastructure and enhance community spaces for military families in Soaring Heights Communities.
Through the reinvestment, Centinel will deliver improvements across nearly 1,100 homes in three residential neighborhoods, serving more than 3,100 residents. Work will be phased based on housing age, condition and operational priorities.
“Our focus is on delivering improvements residents can see and experience every day,” said Matt Garrett, executive vice president of Asset Management at Centinel Public Partnerships. “This reinvestment reflects our long-term commitment to supporting military families with high-quality homes, resilient infrastructure and connected community spaces.”
The reinvestment will focus on housing modernization, with upgrades to legacy homes designed to enhance quality of life and support long-term asset performance. Planned improvements include:
- Interior renovations such as updated plumbing and lighting fixtures, stainless-steel appliances and modern flooring
- Exterior enhancements including painting and curb appeal improvements
- Phased modernization across prioritized housing areas
In addition, the reinvestment includes infrastructure and sustainability improvements to strengthen long-term community performance, including:
- Underground utility upgrades across key residential areas
- Sitewide system improvements to enhance reliability and public utility delivery
- A phased xeriscaping initiative across multiple neighborhoods to reduce water usage and improve community aesthetics
The reinvestment also includes enhancements to community amenities, with a focus on accessibility and inclusive design.
A key milestone already delivered is the community’s new destination playground, developed in collaboration with Exceptional Family Member Program (EFMP) leaders to ensure inclusive access for children of all abilities. The playground has quickly become a central gathering space for families across the installation.
This reinvestment will enhance housing quality, service responsiveness and long-term community sustainability for more than 3,100 residents at Holloman Air Force Base, providing the full benefits of a community. The project supports homes occupied by non-commissioned officers and company-grade officers, aligning improvements with the needs of active-duty families and supporting readiness and long-term community stability.
