Centinel and U.S. Army Fort Knox Celebrate Milestone in $80 Million Housing Investment 

Renovations Enhance Housing and Quality of Life for Military Service Members and Families 

FORT KNOX, Ky. (Feb. 28, 2025) – Centinel, a longtime partner of the Department of Defense, joined U.S. Army Fort Knox leadership and military families Wednesday to celebrate a significant milestone in its $80 million development plan at Knox Hills, the privatized military housing community located in Fort Knox, Ky. This investment reflects Centinel’s continued commitment to enhancing housing quality and better serving the evolving needs of service members and their families. 

As part of this initiative, Centinel unveiled the first of what will be 50 newly renovated Prichard Place homes, expanded from three-bedroom to four-bedroom layouts to provide more space and comfort for military families. Additionally, more than 720 existing homes are undergoing renovations to improve living spaces and community amenities. 

“This initiative is about more than just upgrading homes; it’s about supporting the families who serve our nation,” said Justin Kern, CEO of Centinel. “We take great pride in providing high-quality communities where service members and their families can truly feel at home. This progress at Knox Hills reflects our unwavering commitment to military housing excellence.” 

The event brought together Centinel leadership, Army representatives and residents to celebrate the collaborative effort driving these improvements.  

“As our Army turns 250 years old this year, I submit to you that as long as we continue to focus on people, as we certainly have with this amazing project, we’re going to keep rolling along strong as ever,” said Colonel Chris Ricci, Fort Knox Garrison Commander. “Congrats to all the families who are going to get to call Prichard Place home for years to come.” 

Looking ahead, Centinel remains steadfast in its commitment to setting a new standard for military housing communities, not just at Fort Knox but across the national portfolio.

In his role as President, Phillip Carpenter guides operations for Centinel’s Military Housing Privatization Initiative (MHPI) and Privatization of Army Lodging (PAL) portfolios. He is responsible for property management, asset management, development, construction, and environmental health and safety. With more than 40 years of experience supporting the Department of Defense, Phillip has held senior leadership positions with Lendlease and J&J Worldwide Services, bringing expertise in real estate, development and facilities management. 

Justin Kern, Chief Executive Officer of Centinel, sets the company’s strategic direction with a focus on long-term sustainment and outcomes for customers, partners and employees. He has more than 20 years of leadership in real estate finance, construction and operations. Prior to Centinel, Justin served as President and CEO of Lendlease (US) Public Partnerships Holdings LLC, where he oversaw asset management, property management and development for military housing and lodging communities.
